Superintendent James Royan is a senior member of Police Scotland’s Events, Emergency and Resilience Planning Division, where he leads on the delivery of security and logistical operations for some of the UK’s most high-profile occasions. A Tactical Commander across multiple specialisms, he has been central to professionalising event logistics and strengthening resilience for major sporting fixtures, public demonstrations, and state ceremonies.
Since 2017, Jim has played a pivotal role in the planning and management of events including Brexit operations, the national response to COVID-19, COP26, the 150th Open Golf Championship, and the forthcoming UCI Cycling World Championships. He also led critical elements of Operation Unicorn following the passing of Her Majesty Queen Elizabeth II in Scotland, coordinating a complex, multi-agency response under unprecedented circumstances.
As Security Team Lead for the Commonwealth Games Glasgow 2026, Jim continues to apply his expertise in risk management, command structures, and operational planning to ensure safe and successful global events. A Member of the Security Institute (MSyI), he is committed to embedding best practice, sharing lessons learned, and balancing robust protective security with public trust and experience.
